Of all the elected town officials, the town clerk is usually
contacted by more people for more reasons and more often
than any other municipal officer.

Take a look at what they do:

Register voters,
Register births and deaths,
register land deeds, liens and mortgages,
prepare the voting lists,
preside over elections and certify results,
sit on the Board of Civil Authority,
notarize documents,
record minutes of public meetings and other public documents,
copy and certify public documents for the public,
provide copies of permit and application forms,
As the town treasurer, prepare tax bills and collect current
taxes, bank the town money and maintain the town financial
records,
issue dog licences,
In some towns, renew motor vehicle registrations.

And for everything else, they skilfully refer you to the right
official.
Property Tax Policy
The Town of Hardwick’s Tax Year is July 1 to June 30.  
We bill only once per year, to the owner of record on
April 1st. The tax bill is sent out approximately the 30th
of July*, with coupons for quarterly payments as
follows:
August 10th
November 10th
February 10th
May 10th

*This date is approximate, based on when information
needed to prepare the tax bills is received from the
State of Vermont.        
If the tax bill is paid in full by November 10th, there is a
3% discount on the property tax.  The quarterly
payments are not mandatory.  Taxes not paid in full by
May 10th, are considered delinquent and are
assessed a one time penalty of 8% and a monthly
interest of 1%.  Please be advised that if your home is
sold after April 1st, you are required to turn over the
tax bill to the new owner at the time of closing.
                                    Water & Sewer Policy

The Town of Hardwick is undergoing a major change in the Water & Sewer Department’s billing
policy.  Beginning in the 2007-2008 year the billing will be done on a quarterly basis instead of one
annual bill.  The bills will be sent out approximately the first week of July, November, February and
May.  The Due dates of August 10th, December 10th, March 10th and June 10th will remain the
same. We do accept a postmark of the 10th for payments. Drop box is available to the right of the
front doors of the Memorial Building.

Minimum Charge

Those customers using 100% of the domestic unit will be charged 100% of the quarterly rate for
water usage and 100% of the quarterly rate for sewage usage.
In order for the Town of Hardwick to  maintain the water and sewer lines, the minimum charge of 60%
will be charged for water usage and 60% will be charged for sewage usage to those customers who:
-have requested that water be turned off for a minimum of thirty (30) days.
-have units determined to be un-occupiable by State or local government

Turn On Fee
-A minimum of 48 hours notice is required for water to be turned on.
-$ 9.00         During the normal working hours of the Dept. Of Public Works, not including holidays.
-$25.00        During non-working hours, including holidays, of the Dept. Of Public Works.
Turn Off Fee
-A minimum of 48 hours notice is required for water to be turned off.
-$ 9.00        During working hours of the Dept. Of Public Works, not including holidays.
-$25.00        During non-working hours, including holidays, of the Dept. Of Public works
                                                                 
Penalty & Interest Fees
Penalty Fees:        8% of the outstanding balance. The fee is assessed on the principal balance a
day after the quarterly payment is due.
Interest Fee:        1% of the outstanding balance. The fee is assessed on the principal balance a
day after the quarterly payment is due and then on a monthly basis.

Administrative Fees       In the event it becomes necessary to initiate disconnection proceedings,
the administrative costs involved in the  process will be billed to the customer.
